Delahay was an old friend of Lincoln who had formerly lived in Illinois, but moved to Leavenworth, Kansas. He had managed Lincoln's campaign in the territory, and as a reward for his political support Lincoln appointed him Surveyor-General for Kansas and Nebraska in April 1861.
